在协商中往往会起到一锤定音的作用。
新国内成立以
来，鉴定权一直集中在公检法机关的鉴定机构，这次鉴定体制改革，国家将、
文检、音像等鉴定权移至行政部门管理，这是新时期鉴定工作的需要，也是对面向
社会服务的鉴定机构一次严峻考验。
2001
年，
江西鉴定中心应运而生。
七年来，
中心顺时势，奋力拼搏勤开拓，顾大局，科技强鉴促和

鉴定机构中，
其工作场地、
检测设施、
鉴定项目、
学历及素质方面都堪称一流，

在获知该信息后，
有着相关刑侦工作经验的袁军同志认识到这是一个神
圣的事业，社会鉴定机构参与鉴定，是时代进步的象征和要求，毅然决定投身
鉴定事业，并立志要打造一支一流的鉴定队伍。为当事人服务，为协商服务，为社会公
平正义服务，切实体现国家鉴定体制改革的初衷。
2001

日，
江西鉴定中心正式成立，
成为江西省首家面向社会服务的
省直鉴定专注机构。面对这个新生事物，公众投入更多的是怀疑和好奇的眼光。大家已
经习惯了几十年来公检法机关进行鉴定的格局和工作程序，认为鉴定是公检法机关
的事情，不可能让社会力量介入，社会力量创办的鉴定机构根本解决不了老百姓在协商中遇
到的困难，
更终还是公检法机关的鉴定意见说了算。
不仅如此，
作为社会机构，
靠个人投资，
经济压力也很大。办公设备要添置、场地租金和水电费要支付、员工工资要发放、鉴定业务
要培训……巨大的压力接踵而至，
磨砺着中心的创始人。
“
再苦只能苦自己，
再难也要干事业”
，
这是江西鉴定中心袁军立下的誓言。
为了解决资金缺口，
他四处筹措
与鉴定人
员同甘共苦。同时，他紧紧抓锥江西省鉴定条例出台的契机，通过媒体、借助自制的
宣传图片系统地介绍了社会力量参与鉴定的意义和作用，就是接待来中心鉴定的当事人
和办案同志，他也不忘以案例现身说法。通过经常性的广泛宣传和客观的公正鉴定，公众对
中心有了一个较全面的了解，对社会鉴定机构的地位和作用也有了更清晰的认识，中心的公
信力与日俱增。凭着对鉴定事业的孜孜追求和诚实守信的办事宗旨，江西鉴定中心
克服了一个又一个困难，从蹒跚起步到逐渐成熟，迈过了七个春秋。七年来，中心节约每一
张纸、每一度电、每一分钱，一有收益就添置或更新设备，办成了一件件大事。在没有一分
钱财政拨款、没有任何资助的情况下，中心没有等，没有靠，更没有伸手向国家要，而是自
力更生、艰苦奋斗，一步一个脚印地走出了自己的一片天地。
奋斗的同时，江西省厅的领导多次指示“鉴定机构要发展，必须提高自身的科技含
量。只有这样，才能做出准确而科学的鉴定。
”厅领导的关心为中心的发展指明了方向，
